Photoshop Elements 11 with Elements XXL which is an add-on that adds a few things to it... Also Paint Shop Pro is what I started with and still use it occasionally, then switched to Photoshop later... Both are good programs and there are templates out there for both... You can use Gimp though I know nothing about it and also Paint.net, both of which are free and you can get a plugin for paint.net to open and edit Photoshop files... Look on OOTPMODS.com under facegen at the bottom of that page for some tutorials and templates... Gern made a really good jersey tutorial and you can find a link in his signature line I think...
