Also, coming back to the game after waiting a few months, I was surprised to see this is still an issue.

I haven't tried getting the minus in offered contracts, but I still get the problem where it steal money from my budget in "offered contracts", that doesn't actually exists. Those money never comes back, since there's no player that can reject (or accept for that matter) the offer.
