Not quite sure what the question is...
Are you wanting to host the league's files and web pages on your own computer? This is possible, but very impractical in most situations. I specialize in software, not networking; but I believe you'd need a static IP address (or use a dynamic IP router service like dynDNS). On top of that, you'd have to be running web server software on your machine; and depending on your expected server load and machine specs, this can be qutie a drag for the average user.
