Same problem here...I've already PT'd it , but only a couple of people are having this issue and Andreas can't reproduce it..
Here's what you need to do.
Go into your saved game's news\html\images\ and copy all the pics in the profile_pictures folder to the person_pictures folder. Then restart ootp and it should correct the problem.
