yeah, offer sheets are strange. i had one save where i sent offers to a bunch of players who all resigned with their original teams, but i had something like $28million of my budget unavailable after that. i suspect that the offers didnt clear after the players became unavailable.
my latest save is better though. all offers i made that were not accepted seem to have cleared. except for offers to my own players, who have already signed with me. $10million or so in offers, but no 'active offers'.
