The green and red arrows mean your scout thinks they belong at a different level than they are at. Green up arrow means he thinks a promotion is in order and a red down arrow means he thinks a lower level of ball will help this player more.

These are only guidelines and you should not blindly follow them. Check how the player is performing at his current level. If he is struggling and the scout says he's ready to move up, you may want to wait until he shows tangible improvement in his results. Likewise, if the scout thinks the player belongs at a lower level, but the player is performing solidly, don't feel you have to send him down.

However, if a player is tearing up the league he is in and the scout thinks he's ready to move up, holding him back will do no one any good.
