Your league finances must not be set up correctly, or there is some kind of problem where teams simply don't have the money to justify signing those players. Or the players are not willing to agree to the teams' offers.
Make sure that you're running the latest patch. I thought this was brought up in the past and addressed with an update. But some of the financial gurus around here will probably have the real explanation and can help you sort it out.
