Neither, I was wondering if you had it checked and if so what were the settings. Using it is just personal preference.
When you "Show All Players" are the top players absurdly pitching heavy?
By default League Evolution is on, did you turn it off?
If not, has the offense or defense in your league had a major change? Did you receive any "Changing the mound height" type of messages?
Are "Prospects" or minor leaguers the only players effected? Are established veterans seemingly immune?
The Pirate players who have had a downgrade in their POT. In their scouting reports does it show a downgrade in their Stuff/Move/Control POT?
My first recommendation is to turn scouting off, sim 1 day and recheck the ratings. Maybe take a few screen shots or create another .lg folder is saved games if you are worried about screwing around with global settings.
My second is to look at League Evolution. There are a bunch of check boxes that allow you to customize random league changes.
