It's explained in the first section of the patch notes, but briefly: starting with the March 5 rosters (which in real life are assembled via saved cap space and long-term injured reserve exemptions) puts several teams far above the cap, by a much greater extent than they can quickly adapt to. They try to adjust, but for various reasons the only immediate solution for some of them is sending a large number of players to the minors to get under the cap until they can make deals to free up space. The teams do manage to adapt within a few weeks, so the guys sent to the minors will typically only play a handful of games there.
If you don't want to see that happen, it can be avoided by starting with the Opening Night rosters, which are all cap-compatible.
