If you choose 1-year recalc in the wizard when you create your game, 1-year recalc will be used from the beginning. Guaranteed. Period.
When OOTP creates historical players, it calculates their ratings based on the recalc period that was chosen during league setup.
For future seasons, recalc happens on January 1, when the league transitions out of the off-season and into the pre-season.
