Read this section, including the portion about importing historical teams at the bottom. I think you'll need to create a historical or fictional league and structure, but then delete all the teams and then import the historical clubs.
Make sure to pre-order OOTP 15 because the process will supposedly remove most of these steps and build them into the league creation process.
