Anyway, dynamic league evolution is in your league settings. It should be on one the screens there. However, it could be one of those settings that you can't modify until the off-season. Consult the OOTP 14 manual and search for dynamic league evolution to find more information.
If you see a check box next to the option to allow the league to generate more offense, then you can uncheck that and hopefully fix the problem.
