Actually cap savings for sending down players are only around $900k since the new CBA, so most of their salaries are still on the book. James Neal for example is still eating up over 4mil of the cap even while in the minors.
Myself I'm actually happy the AI is ignoring these stars on waivers in the first year when using deadline rosters. This is clearly a flaw created by unrealistic circumstances and it would annoy me to no ends to see Pittsburgh lose half their best players because of this.
I'm more concerned if the AI is skipping waivers entirely.
In another thread someone suggested bumping up the salary cap for the deadline rosters. On the surface that seems like a great solution but I could see it creating long term issues into the second and third seasons.
