It is, quite frankly, ridiculous that none of those teams would claim one of the best pure goal scorers in the game with a $5,000,000 cap hit (James Neal) off waivers. There's simply no excuse.

How long is his contract? It's certainly realistic that players with high salaries/long contracts don't get claimed, even by teams with cap room. You have to look at those teams situations as well. If they have some FA's and RFA's coming up for renewal they may well have other plans for the money. It's not just a matter of "We have the cap room right now". You have to look at long term plans and each teams individual situation as well.
You also have to remember, this is a computer game - it doesn't know Neal from Joe Smith, names don't mean anything to the computer. It looks at numbers.
