I'd certainly not want the AI to be programmed to react this way. There is no data to suggest that these things occur in any measurable way.

Right...If the Ai can't react this way (and frankly it will cause more issues than anything) then this is not a feature that makes a difference. It would be nice to know the weather forecast, but not for these purposes. I know FM does tis, but I'm not really sure the AI makes adjustments to it's lineups as a result? e.g....good short passers on a windy day.
