I play a fictional but based on current MLB/MILB setup. In the league setup at the PCM modifiers, you'll notice a "slight" difference in the A Levels. I "think" the California and Carolina leagues are a teeny bit higher with the PCM's than at the Midwest and Sally League. Again, I think (game not on), that is the pecking order. Anyhow, that is how I place my players based on Hi and Low A. Then short A, Rookie, so on and so on.
