When generating pictures, OOTP doesn't differentiate historical from fictional. It will automatically go out and grab a matching facegen file if the name of the player matches, regardless of the player's in-game ethnicity. "Oh, here's Charles_Johnson.fg! I'll use that!" Having a matching facegen file effectively renders the ethnicity irrelevant.
It's not so much a bug as an unintended logical consequence. On the player page, you should be able to generate a new fictional picture which will follow the ethnicity.
