Found this in a search and it works in PSP ver X5...
Paint Shop Pro - Stroke Tutorial
So you've probably seen those really cool stroke effects in Photoshop, but I am going to show you how to do it in Paint Shop Pro!
1) Start with your basic image.
2) Now open a new, blank file, bigger than your picture
i.e. My flower is 200 * 200 pixels, so the new file should be bigger, or the same size.
3) Fill it with the color outline you want.
4) Now I will go back to my flower image, do a Ctrl + A to select all, Ctrl+ C to copy, and then go to your file with the outline color, and paste as selection (Ctrl + E)
5) Now go to Selections > Modify > Expand and set the number of pixels to 1-3 depending on how big you want your outline to be.
6) Click ok, copy it, and paste it as a new Image.
Yay! You have an outlined image in Paint Shop Pro!
