The problem, though, isn't creating the template, it's the fact that the world_default.xml file can't be updated. In other words, once you start in 1900, it will always be 1900.

Nope... you can go into game-> database, and then in the corner click tools-> re-import world default XML. When asked if you want to add new information (ex. new nations) or simply update current info, click "add new"
Only problem is you can't delete nations but you can manually do that by setting baseball quality to 0, etc.
