How do you pull off promotion/relegation leagues?

I want to have a league that is the Premier League and a league that is Division 1, with a possibility to expand to Division 2 or 3 in the future. I want them to have a shared draft. I feeder leagues to fill the draft pool. I want the winners in Div 1 to join the Premier League and the losers in the Premier League to become Div 1 teams when they lose. How do I set this up? I know people are doing this out there.
