When you ask "will ALL undrafted players be in FA pool" I am not sure what you mean... Wait, I think I got it. Yes, the remaining players from your free agent/inaugural drfat will be in the FA pool after you finish.
There is an option to release all players and schedule an inaugural draft. If you want to release all of the minor league players you have to go through and release them at each league level individually.
You can do an MLB quick start, release all players and then edit the teams down to the 10 you want.
You can customize roster sizes for all league levels.
