I'm sure the point of this is that his Overall rating is far lower than his statistical output says it should be. But, as has been pointed out already, there's an obvious reason for it: 20 stamina (assuming it's on a 20-80 scale) is not starter material. The game is always going to rank him subpar overall simply because his stamina is not high enough. That doesn't mean that overall ratings don't matter; that's simply the game functioning exactly as it should.

I have a guy on my team rated as 1-star overall as a SP, simply because he only has two viable pitches. He's rapidly becoming my ace. But I don't get all worked up over the fact that he's not rated "high enough," because there's an obvious explanation - the game can't see him as a viable starter. Set your guy's position to a reliever, and watch his overall rating skyrocket. It makes perfect sense to me.
