I had this happen to me in a league I ran about a year ago. One owner did not like the other owner because of disputes they had had in another league about one guy always trying to lowball the other guy in trades.
The guy that was making the poor offers would e-mail me and tell me that the other guy wasn't replying to his trade offers and he thought he should be kicked out of the league.
All I did was I just simply e-mailed the other guy and explained that I understood how insulting some offers can be, but that most guys in these leagues don't really know each other personally so they are naturally going to try and work a deal to better benefit themselves. I then just told him that however rude the offer, all he had to do was reply back and say no thanks or something like that.
I guess he started replying and they got over it, because after that things calmed down quite a bit.
I would just advise you to find out the guy's problems with each other and try to find a solution, but if it s getting disruptive to the league then I suggest finding some new owners. It can't be such a huge deal that those guys can't be mature about it and work it out.
