Minor league spring training is incredibly un-structured in real life. Players are technically assigned to a certain minor league team's roster, but they don't necessarily play with that team each day. Games are loosely played with some rules overlooked. For instance, a big league player who might need at bats could play in a minor league game and lead off each inning so he gets lots of at bats. A big league pitcher might come down and start a game because his scheduled start was rained out the day before. Teams may bat more than nine guys. I'm not even certain managers exchange lineup cards before the game starts. So it would be incredibly hard for Markus to code that correctly.

That being said (and maybe OOTP already does this), there should be some increased level of possible attribute increase (or decrease) for minor league players starting on or about March 1, since that's when most minor league players officially report.
