2013 Ammy was 40 rounds. Rule V is as few as 2-3, I believe if every team skips a pick that round then the Rule V is over.
Go to the draft pool and choose from the drop down menu on the left above the players. i will try to make a screenshot soon. For some reason it isn't working right now.
