That's right. And during spring training in real life, clubs will option players to the minors at various points as the club gradually trims its active roster to the 25-man limit of opening day. Going into the final week of spring training, major league clubs have roughly 28 players left on their active roster.
Another aspect of the real-life rules is that a player optioned to the minors cannot be recalled until the 10th day of the regular season (barring recalls for the purposes of injury replacement and the like). OOTP currently doesn't recreate this limitation.
