League Menu -> Available Personnel. Click on the guy you want, and offer him a contract under his "Action" menu.

EDIT: You can also promote from inside your organization by going to Team Menu -> Personnel, finding the guy you want to promote, and selecting "Appoint as..." in his "Action" menu.
