Yes there is skill needed but also yes that's baseball.
Do you run and hit to avoid DP?
Do you use platoon advantage with relief pitchers?
Do you run aggressively early in the game?
Do you run conservatively to set up a big inning?
Do you run aggressively late if you have nothing going?
Do you PH when the game situation calls for it?
You still may not win but in-game strategy correctly used may make the difference.
