He should be in the game, but since the quickstart begins with opening day 2013 rosters, he'll be introduced in the draft pool when it's generated. You can use commissioner mode to make sure he ends up on the Cubs after the draft takes place (if you're unable to draft him yourself).
Or, you can go
here and download the rosters as of Sept. 1. The only difference is the game will still start at opening day. But all rosters will be accurate as of Sept. 1. Hope that makes sense.
