Um, the context that was provided earlier in the same sentence would seem to invalidate your premise.
"How can I do X, with commissioner mode cheating" means not using comissioner power to accomplish X without any in-game meta-qualifications. It does not mean commissioner mode is a cheat mode no matter how it is used.
As a god-mode comissioner of my own league, I have no idea how you would become so defensive over the OP's innocent question. I certainly didn't think he was getting a dig at commissioner-mode players..
