I've set up a full fictional universe before, and I'm working on another one. (As many do, I often find I spend more time setting up my games than playing them.) It's easy to get out of hand if you don't keep it small. You want to edit in the world_default.xml rather than in-game so you can get things the way you want them. I'd suggest deleting all the nations you no longer want except a few, and then editing the last remaining nations into the nations you do want. The advantage of this is it's harder to screw up the format- I tend to make a lot of mistakes when I try to create the nations from scratch. Depending on how obsessive you are, you'll also want to edit the "school.txt" file- nothing more jarring than knowing a player from a fictional universe graduated from Texas A&M. You may also want to edit the names files depending on how exotic your universe is. Also, you may want to search for the "WorldGen" app on these forums- they can help to create fictional cities.
