IIRC, that is not true. Here's what I think the roster limits are IRL:
- AAA down to Low A (including SS A): 30
- All Rookie Leagues: No less than 35
If you have roster limits set for all minors - and if they are all set to 25 - then that is likely what is causing your issue. Try either setting the limits to what I have posted here or perhaps completely eliminate them.
