Of course this is the case, because it doesn't work any differently from how OOTP works now. If you have the game installed on two different computers, you have to shuttle the files between those computers to keep playing the same league. Seems like common sense to me.
The ideal thing to do here (and it's what I'm going to do) is to keep your league files on a flash drive. Keep the flash drive with you, always save to the flash drive, and if you change computers, Steam will port the installation files over for you, while you provide the league files. Simple.
