Scout Report on pitching prospect hard to understand

This guys is one of my prospect project. Drafted out of JUCO 3 years ago, has struggled, but shown some improvement. He is rated 20 potential by my scout, but i still believe. Now aged 23, putting in his career year :-) in AA with a whip of 0.95, K/9 of 9.0 and ERA+ of 128.... This is what the scout is saying[

what i don't get is the movement comment. The guys currently has an 8/10 knuckleball which is obviously working based on K rate and WHIP. He actually just pitched a 2 hit shutouts with no walks

is it that the system doesn't understand knuckleballers, and he might have a shot? i still have not been able to develop a decent one without intervention, and this is the best result any of my prospects have shown so far.
