I have seen this several times from both sides -- sometimes the opposing GM says the trade is almost OK but when I offer a prospect he says it's a bad deal.
It's a bug, i think. There are times when a major league player can have a negative trade value (high salary, long contract, being disliked) but unless the minor leaguer the opposing GM agreed to give was was on a major league contract, there's no reason for it.
