Per sub league to have 14 each. I have all of these cities already listed here exemption to Austin and San Bernardino.
I don't want multiple teams in any city.

So basically I will have to use best of the rest.
So I think Austin for sure but San Bernardino? Not too sure I always assume they just a off-shot of LA metro area.

So what's left?
Tulsa?
Boise?
Tucson?
Fresno?
Rochester and Albany but that region is already loaded with teams.
Knoxville?
El Paso?

Population is important, what else will bring a team there? Location, things to do?
What other 3 cities would be ideal?

I'd go with Boise. Not too many teams up there.
