Try these settings, this is what I use and have never had a problem like that:

AI Eval: 40/30/20/10
Trading: Average/Hard/Favor Prospects

Batter aging: .250
Batter dev.: 1.000
Pitcher aging: .350
Pitcher dev.: .900
TCR: 50
