The Major League team is signing the players to minor league contracts. The history entry is just wrong. I also don't recall seeing this behaviour in prior versions of OOTP, though I see it routinely in OOTP14, and if it was an intentional change, it's a bad change. As a consequence, it means minor league FA signings don't show up in MLB team transactions logs, even though all the minor league promotion/demotions do, which obviously makes no sense.
