Just a shot in the dark.
1) Did you replace the accountsdata_gms.dat file?
2) The file you are reinstalling, how far behind the Game Date is it?
3) What .dat files are you putting in the settings folder.
I have had this problem in the past but a reinstall of my leagues file always fixed it.

Is this what yours looks like? Are you putting all .dat files in settings folder?
