It probably doesn't really matter. However, in the interests of clarity some form of tie-breaking ought to be used to resolve standings ties for display purposes. The one that makes the most sense is the head-to-head record, since that is the first tie-breaker when it comes to determining home field advantage in any tie-breaking playoff game; the user can then easily see which club would be the home team in any two-team playoff.
An alternative would be to use the tie-breaking for draft order purposes, i.e. the record of the clubs in the previous season.
