Neither does real life, players who play multiple positions don't get rewarded just because they can play a variety of different positions, if I am not mistaken this are usually the cheapest players because their agent can't claim they should make SS money when they only played 5 games there last season.
Its regarded as a cheat because if you knowingly switch a player's position because he will sign for less money then any way you slice it then you are cheating, especially if after they player signs the contract then you switch him back to his regular position.
