Again, incorrect. Yes, OOTP offers the option to use the pre-2012 free agent rules (Type A and Type B). However, default settings use the current CBA, which uses a uniform qualifying offer, which is, admittedly, not calculated the same way as in real life (it's higher in OOTP). However, the point remains that all free agents offered arbitration are comp-eligible. Not sure what part of this you're saying is not true for OOTP.
