However, if you want to start with players that have ratings equivalent to A-ball, then have better (meaning, ratings equivalent to higher levels) players show up later, I think the player creation modifiers are what you're looking for.
I'd check the MLB quickstart for what the A-ball modifiers are, and work from there until you get what you want.
