Is it anything to do with what your game region is set to? I assume from the screenshot that it is set to United Kingdom - I had the same for my fictional British and Irish league and realised that it meant I couldn't include the Republic of Ireland in the player origin settings.

When I changed it to Western Europe, the rest of the countries in that region were listed and I was able to use the Republic of Ireland as well as the constituent countries of the UK. I haven't tried any other settings but I assumed that the wider it is set the more countries are listed.
