Yeah, the game's scouting reports understand "prospect" status, but not "veteran" status. Once a player gets to an advanced age and his skills start to decline, the scouting reports evaluate him on his current skills only. Considering that we already have prospect status working correctly, it doesn't seem like it would be overly difficult to implement the same kind of thing for older players.
You don't even have to take past stats into account. Just something simple, like: "Jenkins is well past his prime, and shouldn't be playing on a major league roster any longer." Or: "The only reason to stick with Simmons now is loyalty; he just can't play."
