I've pondered this one too. I've tried moving middle relievers to set up and vice versa, more work, more save situations, less mop-up, etc, without much effect. Some won't be happy with their roles unless you make them the closer, or at least #1 middle or #1 setup.

As long as my relievers have an overall good morale I don't worry about it too much.
