That is still possible but as in real life there is a deadline until you can sign them. For most leagues it is 31/8 (starting on July 1st). To make it easier we will add a column to the "Unsigned Draftees" table that makes it clear for every player up until what date you can offer a contract.

Again, that is how the NHL works: in the offseason the Salary Cap is raised by 10%, Opening Day it will go back to the normal value. But you are absolutely right that the game should warn/inform you about that. We will try to add that with the next patch.
