The international complex players are essentially prospects that your scout has found. They are technically not your property (no other team will take them though) until you promote them on to one of your minor league teams.

Once you promote them they are now pros and their service clock starts (a good reason to leave a prospect in the complex until they are ready).

The prospects will develop in the complex. It appears to be up to debate as to whether prospects develop at a different rate in the complex vs rookie league. I can say from experience that bringing a prospect in to rookie ball too soon can blunt his development. And once in rookie ball the prospect cannot return to the complex.

Also, once your prospect hits 20 yrs he has to leave the complex (promote or release). You can have up to 50 players in the complex.
