I don't know if this has been posted elsewhere, I posted a lot of this when offering suggestions for 14. But, I'll give it a whirl.

Allow teams to call up players from the minor leagues without having to add them to the 40 man roster.
Have an option to sign a free agent as an invitee to Spring Training as a non-roster player.
Schedule both "A" and "B" squad games so more players can get more playing time.
