Strange, I am playing with 1.0.3 on Windows 7 and have NONE of the above issues. So I would say ... you're an isolated incident.
Try a full reinstall
Try changing some desktop settings ie Adjust Visual Effects
Graphics Drivers
etc etc
Since most people are NOT complaining about the above issue, and in fact have simmed multiple seasons I would say some trouble shooting of your own PC is in order
... and no, they didn't release a game that doesn't work, they released one with bugs like any other software developer these days.
